History: Ask for Notification of Changes to ANY Language Version of a Page

Task done typically by a ((Page Translator)) but possibly also by a ((Site Visitor)).

The translator adopts a particular page as well as all the versions of that page written in languages he can read. That way, whenever one version changes, he gets notification.

A ((Site Visitor)) may also use that feature to be notified of changes to any languages that he can read.

This may be implemented already, but not sure.
