When a translator has completed Do the Initial Translation of a Page into a Given Language, or Translate a Change from One Language to Another, he needs to tell the system about it, so that the system will stop displaying an out-of-date message on the target language version.
This is problematic from a usability point of view, because we don't want to nag the author all the time to tell us if the pages are back in synch or not.
At the same time, we want to make damn sure that the author does not forget to tell us when the two pages are in synch.
Maybe the system could try to automatically figure out when the two pages are aligned, and in that case, if the user has not told the system so, the system would nag the user?
