History: Translate a Tag

Task done by a ((Page Translator)). When translating a page in say, English, that has some English tags assigned to it, translator may need to translate the tags. For tags that already have a known translation, the system should assign the equivalent French tags automatically. In other cases, not sure what the system should do.
