History: Assess up to dateness of a Particular Language Version of a Page

A task typically done by a Site Visitor or a Page Translator.

For example, when a Site Visitor views a page in his preferred language, he needs a way to figure out to what extent that page is up to date or if a newer version is available in another language he can read.

A Page Translator may also do this task when trying to find translation work worth doing.
