Task done typically by a Page Translator but possibly also by a Site Visitor.
The translator adopts a particular page as well as all the versions of that page written in languages he can read. That way, whenever one version changes, he gets notification.
A Site Visitor may also use that feature to be notified of changes to any languages that he can read.
This may be implemented already, but not sure.
